Q. Is there an app/software, etc that will allow me to view and control my android phone from anywhere and from anypc?
It seems most remote apps that I have been seeing want you to be near the android phone or either on the same wifi network. It would be an also added bonus if this would work for 3G connections as well.

A. You can go for netmeeting, Remote Assistance or VNC. This depends on the type of the support. Check www.tightvnc.org

Q. If im logged into a computer at school is it possible for the professor to see what im doing from the computer at the front of the room? If it is possible, what are the chances of a university using software that would do this.
A. I do it all the time to my daughter's PC using VNC it's open source so you can download it for free. Not only can i see everything she can but i can control her pc as well. I used to work at my college's helpdesk and yes they can know everything you do, but if you don't violate the terms of use they won't hassle you.
